A July 11 report also dates a church-property meeting to this civil night. Applications, travel and negotiations were steps requiring their own evidence of implementation.123

What did the family report establish?

JTA reported a favorable Lebanese response today and announced application offices. The major study keeps this response distinct from the previous night’s state announcement. The projected 10,000–15,000 potential beneficiaries is not an admissions tally, and a permit does not identify a family’s original home or the cause of its earlier displacement.4

What did the Agency seek in North Africa?

JTA reported יצחק YIẒḤAK Raphael’s arrival in Tripoli to arrange movement of יהודים YEHUDIM and their property from Tripolitania and Cyrenaica to מדינת ישראל MEDINAT YISRAʾEL. The report identifies Tripolitania and Cyrenaica as the areas of work; it does not establish a completed migration or property agreement. His forecast of tens of thousands of children arriving over coming months was an expectation, not people already admitted. Travel for negotiations did not prove property was transferred.5

When did the church-property discussion occur?

The next day’s JTA report quotes the religious ministry as saying a meeting took place last night concerning the Dormition church and convent on הר ציון HAR ẒIYON. A mixed inspection commission was reportedly accepted, with representatives still to be appointed. This was an attributed procedural development, not completed property restitution. The exact hour and church-side confirmation remain unheld.6

The daily daytime slot is י״ג בתמוז ה׳תש״ט 13th 𝑜𝑓 Tamuz, AM 5709. JTA’s July 10 reports assign the Lebanese response and Tripoli arrival to today while assigning the state announcement to July 9 night. The July 11 church report reconstructs a July 10 night meeting, probably י״ד בתמוז ה׳תש״ט 14th 𝑜𝑓 Tamuz, AM 5709, without an exact clock. No independent Libyan state is retroactively created in 1949.789
