On July 11, 1949, the state faced further diplomatic pressure over refugees and ירושלים YERUŜALAYIM, while reports of a completed Syrian draft coexisted with evidence of remaining line disputes. Church-property negotiations and overseas support for wounded veterans also appeared in the record. An armistice signature still lay ahead.123

Why did Sharett resist broader city negotiations?

McDonald dates a thirty-five-minute meeting with משה שרת MOŜE SHARETT to the early morning. His report quotes this objection:

USG “instead of putting pressure on Transjordan to carry out armistice is putting pressure on Israel to agree new terms negotiations without and before implementation existing armistice”.4

Sharett’s answer was conditional, pending consultation. The city study keeps his insistence on existing obligations distinct from a final rejection of every future negotiation. McDonald himself questioned aspects of the American argument.5

What did Washington demand on families?

The American July 11 reply welcomed the reunion initiative but urged broader coverage, an approach to the Syrian Republic and substantial repatriation. The study shows why welcoming an initiative did not endorse it as a complete refugee settlement. Sharett’s claim that the state was not responsible for the refugee problem is a stated diplomatic position, not TJD’s finding about every displacement.6

Was the Syrian armistice signed today?

JTA reported agreement on the full proposed text, from unnamed sources. FRUS dates three July 11 telegrams describing disagreement over the certified truce line. The expanded negotiation study preserves both reports; the signed instrument is July 20. A hopeful dispatch is not a substitute for the signature or verified troop withdrawal.8

What did the ministry say about church property?

The religious ministry denied a reported Vatican account of broken negotiations and described the preceding night’s meeting. JTA also recalled acknowledged wartime looting and the reported saving of a 390-volume library by two officers who were יהודים YEHUDIM. The transmission repeats some words; its figures and property condition remain ministry claims, pending inventories and church witnesses. A denial cannot make the unheld Vatican report false by itself.11

Who received Begin overseas?

JTA’s July 12 account assigns מנחם בגין MENAḤEM BEGIN’s arrival in Buenos Aires to last night, reconstructing July 11 night. The reported crowd of 30,000 is a press estimate. A proposed dinner to aid wounded former fighters of הארגון HAʾIRGUN is not a completed fundraiser or proof of proceeds paid to veterans.12

How is this dated?

FRUS 823 is a July 11 3 p.m. telegram expressly describing an early-morning meeting, supporting י״ד בתמוז ה׳תש״ט 14th 𝑜𝑓 Tamuz, AM 5709. The July 11 6 p.m. Washington reply dates dispatch, not receipt. FRUS 820 identifies July 11 line-dispute reports. JTA’s church meeting belongs to July 10 night; the July 12 report puts Begin’s arrival on July 11 night, provisionally ט״ו בתמוז ה׳תש״ט 15th 𝑜𝑓 Tamuz, AM 5709. No Day 591 recap or July 20 event is created here.1314151617

Guided reflections

  • How should a conditional reply be distinguished from a definitive decision?
  • Why must a draft-agreement report be tested against the signed instrument?
