On July 12, 1949, Washington sought coordinated diplomatic pressure before the Lausanne meetings resumed. The Conciliation Commission also received a report on refugee camps inspected earlier at location://Yeriho. Diplomatic instructions and a report’s receipt provide documented developments for the day while retaining the earlier dates of the events described.12
What authority did Washington want delegations to have?
The July 12 telegram sought discussions of ירושלים YERUŜALAYIM, territory and refugees together, rather than allowing a delegation to insist that only one issue be settled first. It requested cooperation from the commission’s other member governments. These were instructions and a proposed approach, not confirmation that the representations had already been delivered or accepted.3
What did the camp report describe?
The report received July 12 dates its location://Yeriho visit to June 23. It gives 48,062 registered refugees and describes 12,700 as recently moved to location://Ramallah, location://BeitLehem and Nablus. The original uses evacuation language without supplying the orders, consent or exact departure dates. TJD does not turn this into July 12 displacement or infer expulsion. The report describes insufficient tents, preparations for winter and efforts at schooling and technical instruction; it explicitly lacks exact birth and death statistics.4
Which newspaper event belonged to the preceding night?
JTA’s July 12 issue dates מנחם בגין MENAḤEM BEGIN’s location://BuenosAires arrival to last night. The Day 590 account already records that July 11 nighttime arrival on its possible after-sunset route. The reported crowd of 30,000 and proposed veterans’ fundraising are press figures and plans. Reprinting that report does not create a second arrival on July 12.5
How is this dated?
The American telegram is dispatched July 12 at 7 p.m. in Washington; that dates dispatch, not delivery elsewhere. The camp document expressly says received July 12 and visited June 23. The July 12 newspaper’s last night refers to July 11 night, not an arrival today. The provisional daytime route is ט״ו בתמוז ה׳תש״ט 15th 𝑜𝑓 Tamuz, AM 5709; an occurrence after local sunset would fall on ט״ז בתמוז ה׳תש״ט 16th 𝑜𝑓 Tamuz, AM 5709. The civil-day recap preserves that distinction.678
Guided reflections
- Why do a camp visit and its report’s receipt need different dates?
- What could show that diplomatic instructions changed a delegation’s authority?
