On July 13, 1949, the prospect of peace involved economic rehabilitation, final Syrian armistice concessions and legislation inside מדינת ישראל MEDINAT YISRAʾEL. McGhee recommended a survey while Bunche sought accommodation between negotiators. Meanwhile הכנסת HAʾKNESSET received proposals touching schooling, punishment and emergency authority.123
Could an economic survey solve the refugee question?
The full survey study explains McGhee’s proposal to examine development, repatriation, resettlement and compensation. It is a recommended inquiry, not the establishment of the later mission or a record of refugees relocated. His warning about possible starvation identifies a feared consequence of aid exhaustion, not a verified mortality count.4
What did Bunche ask Sharett to accept?
FRUS editorially summarizes a message to משה שרת MOŜE SHARETT urging accommodation of three Syrian reservations after acceptance of withdrawal west of the international boundary. The complete message is not printed in this witness. The negotiation study keeps the appeal distinct from the state’s later reply and the final July 20 signature.5
What changed in government and opposition activity?
The legislation study records proposed education, punishment, emergency and citrus-finance laws. They had not become law merely through introduction. From location://BuenosAires, מנחם בגין MENAḤEM BEGIN reportedly opposed readmission of Arab refugees and sought investment in the state. That was an opposition leader’s public stance, not a new admission rule issued by the government.6
How is this dated?
McGhee’s memorandum and the telegram summarizing Bunche’s message are dated July 13; the telegram’s 7 p.m. Washington clock is not the message’s local delivery hour. The JTA issue says bills were introduced today. No field mission, law passage or armistice signature is assigned to this date. The provisional daytime route is ט״ז בתמוז ה׳תש״ט 16th 𝑜𝑓 Tamuz, AM 5709; an occurrence after local sunset would fall on י״ז בתמוז ה׳תש״ט 17th 𝑜𝑓 Tamuz, AM 5709. The civil-day recap preserves that distinction.8910
