July 15, 1949, brought a reported response in the final Syrian armistice negotiations and the presentation of the state’s diplomatic credentials in location://Rome. Newspaper corrections also clarified emergency legislation. Diplomatic progress abroad and contested state powers at home were different parts of establishing secure sovereignty.123

How far did the armistice reply advance negotiations?

A July 16 American telegram identifies a July 15 New York transmission of the reply from מדינת ישראל MEDINAT YISRAʾEL. Riley and Vigier thought it went far toward meeting Syrian objections over Samakh. The negotiation study retains that evaluation while noting the full reply is not printed. It was not a signed agreement or completed military withdrawal.4

What did the minister do in location://Rome?

The credential study records presentation to President Luigi Einaudi. Its dispatch also announces 2,300 departures during the first two weeks of July. Those earlier sailings are not arrivals today and cannot be added to reported arrivals without checking names and vessels.5

What did the political reports actually establish?

The emergency report corrects the claim that הכנסת HAʾKNESSET rejected the bill: it had referred the measure to committee yesterday while rejecting an opposition replacement proposal. The headline and body disagree over expiry today or tomorrow, leaving the legal commencement question unresolved. A separate מפא״י MAPAI statement announced withdrawal from a Soviet friendship league and accused political opponents of abusing it. Its accusations remain the party’s claims; it still supported a distinct cultural-relations committee.6

How is this dated?

FRUS 835 gives the reply’s July 15 transmission as 6:59 p.m., New York time, in an editorial note to a July 16 telegram. That is not the reply’s original drafting hour. JTA dates the location://Rome ceremony and מפא״י MAPAI statement today, but the committee vote yesterday. Conflicting emergency-expiry wording is not resolved by the civil slot. The provisional daytime route is י״ח בתמוז ה׳תש״ט 18th 𝑜𝑓 Tamuz, AM 5709; an occurrence after local sunset would fall on י״ט בתמוז ה׳תש״ט 19th 𝑜𝑓 Tamuz, AM 5709. The civil-day recap preserves that distinction.891011
