Harry Truman approved a proposal to announce an intended request for American funding of emergency refugee relief. Approval left appropriation, transfer and field delivery to further action.

What was authorized?

Robert Lovett sought approximately $16 million, limited to half the UN-estimated needs, and an announcement to encourage other contributions. The funding study distinguishes an intention to approach Congress from money already delivered. Presidential approval appears in the November 6 marginal notation. 1

Which diplomatic discussion was reported later?

A telegram transmitted by Lewis Douglas on November 12 describes a meeting with Truman and Lovett on the afternoon of November 6. It discussed American and British differences over the Negev and territorial arrangements. Its later transmission does not make the meeting a November 12 occurrence or establish an adopted border. 2

How is this dated?

This is Day 343 of the 599-day civil-date series: 1948-11-06. This civil-day slot, corresponding in the register’s daytime Hebcal conversion to ד׳ בחשוון ה׳תש״ט 4th 𝑜𝑓 Ḥeŝvan, AM 5709. 3 After local sunset the Hebrew date changes to ה׳ בחשוון ה׳תש״ט 5th 𝑜𝑓 Ḥeŝvan, AM 5709. Douglas transmitted his account on November 12 but explicitly dates the meeting with Truman to November 6. The daily route does not assign every reported incident to that Hebrew day. Unrecorded occurrence hours remain open for independent calendar review.

  • Which steps separated presidential approval from relief reaching refugees?
  • Why is November 12 the report date for an earlier November 6 discussion?
