A diary discussion of population registration and eastern patrols shows state administration and military planning developing together. The registration figures describe a limited territory; patrol reports do not place Operation לוט LOT’s first deployment on November 17.

What did the preliminary census figures cover?

דוד בן-גוריון DAVID BEN-GURION recorded 713,000 יהודים YEHUDIM and 69,000 non-Jews, with the explicit jurisdiction-before-October 14 qualification. The 782,000 sum is a preliminary registration figure, not a complete count of every later-controlled region or all people displaced abroad. The existing census study keeps the November 8 exercise separate from this November 17 discussion. 1

How far had patrol planning advanced?

יגאל אלון YIGAL ALON reported patrols to ממשית MAMŜIT (Kurnub), عين حصب ʿEIN ḤUṢUB and Ras Zuwayra and a clear road. בן-גוריון BEN-GURION pressed for holding positions, while Alon raised manpower requirements. The Operation Lot study treats the November 23 deployment as a later stage. The diary’s approximately 9,000 Arab prisoners is an attributed overall estimate, not the same category or locality as the עתלית ATLIT report’s 1,900. 2

Which civilian preparations and restrictions were reported?

JTA described plans for נגב NEGEV communities and large-scale עלייה ALIYA, associated with חיים ויצמן ḤAYIM WEIZMANN and בן-גוריון BEN-GURION. Plans are not newly founded communities. A separate report described Lebanon refusing visas to observers from the state invited to the UNESCO meeting in Beirut. That is a reported access restriction; original invitation and visa decisions remain needed. 3 4

How is this dated?

This is Day 354 of the 599-day civil-date series: 1948-11-17. The public daytime route is ט״ו בחשוון ה׳תש״ט 15th 𝑜𝑓 Ḥeŝvan, AM 5709, checked by fixed-Hebrew-calendar conversion with Hebcal. 5 This article is the civil-day rundown, not a claim that all covered actions share that Hebrew occurrence date. Any event after local sunset belongs to ט״ז בחשוון ה׳תש״ט 16th 𝑜𝑓 Ḥeŝvan, AM 5709. Exact clocks, derivative source dates and alternative timing are stated beside each material claim. No audited daily casualty or displacement total is established by these records.

Guided reflections

  • Why can preliminary census figures not count everyone in later-controlled territory?
  • What separates patrol reconnaissance from establishing and supplying positions?
