Commanders of מדינת ישראל MEDINAT YISRAʾEL and the Arab Legion met under UN supervision to work toward a ceasefire in ירושלים YERUŜALAYIM. Fighting elsewhere continued.
What did the commanders discuss?
משה דיין MOŜE DAYAN and عبدالله التل ABDULLAH ATTALL met at Government House on November 28. Burdett’s November 29 telegram calls the agreement tentative and describes a wide sector around ירושלים YERUŜALAYIM, movement within existing lines and exclusion from no man’s land. He considered the atmosphere encouraging, which was his assessment rather than a guarantee of peace. 1
How did access to הר הצופים HAR HA’ẒOFIM enter the talks?
The discussion included an appendix for replacement of half the enclave’s personnel and food convoys every fortnight. These were practical provisions under negotiation for isolated institutions and people. They do not establish completed deliveries. The full ceasefire study explains the November 30 signatures. 2
What else was reported?
Geshur dates burning of houses at Khirbat al-Sikka to the night of November 28–29. Separately, JTA’s November 28 report describes מאיר Grossman MEʾIR’s proposal for a population exchange between מדינת ישראל MEDINAT YISRAʾEL and Arab states. A proposal is not an agreement or evidence of a family moving that day. 3 4
How is this dated?
This is Day 365 of the 599-day civil-date series: 1948-11-28. TJD converts its daytime portion with the fixed Hebrew calendar to כ״ו בחשוון ה׳תש״ט 26th 𝑜𝑓 Ḥeŝvan, AM 5709. The slot does not assign every reported action to that Hebrew day. The meeting’s civil date comes from a next-day telegram’s explicit “yesterday.” Its clock remains unknown. The al-Sikka raid belongs to the following Hebrew night, כ״ז בחשוון ה׳תש״ט 27th 𝑜𝑓 Ḥeŝvan, AM 5709. The exchange proposal is treated as November 28 reportage rather than an enacted transfer. 5

- What practical problem did fortnightly access to the enclave address?
- Why did a negotiation for ירושלים YERUŜALAYIM leave fighting elsewhere unaffected?
