Emergency property regulations, diplomatic proceedings and public leadership brought the powers of wartime government into view. Military reporting and preparations continued alongside them.
What legal power was created?
אליעזר קפלן ELIʾEZER KAPLAN signed the absentee-property regulations. They could encompass people displaced within the country and gave a custodian broad powers. The legal study separates signature from December 12 publication, custodian appointment and individual vesting. No family count can be inferred from the law itself. 1
What was considered and reported?
The Security Council’s 383rd meeting considered the membership application on December 2; its full scan was inaccessible here. This was consideration, not admission. יצחק רבין YIẒḤAK RABIN’s report signed the same day recorded the November 30 coastal expulsion rather than a new operation. The Operation אסף ASAF study records delivery of the planning order and a direction to undertake reconnaissance, preceding the December 5 offensive. 2 3 4
Who returned and who visited?
JTA reported release of 23 soldiers captured during the fall of the quarter of יהודים YEHUDIM in the Old City; their exchange register and names remain unheld. חיים ויצמן ḤAYIM WEIZMANN also visited ירושלים YERUŜALAYIM, received a public welcome and reviewed troops in the evening, reported on December 3. His claim for the city expressed the state’s leadership position, not international acceptance of sovereignty. 5 6 7
How is this dated?
This is Day 369 of the 599-day civil-date series: 1948-12-02. TJD converts its daytime portion with the fixed Hebrew calendar to ל׳ בחשוון ה׳תש״ט 30th 𝑜𝑓 Ḥeŝvan, AM 5709. The slot does not assign every reported action to that Hebrew day. The regulations directly give ל׳ בחשוון ה׳תש״ט 30th 𝑜𝑓 Ḥeŝvan, AM 5709. The prisoner dispatch says “today,” subject to register confirmation. The evening parade belongs to א׳ בכסלו ה׳תש״ט 1st 𝑜𝑓 Kislev, AM 5709, despite its December 2 civil date. Newspaper celebration wording about the ceasefire does not replace the diplomatic November 30 signature date. 8
Guided reflections
- What would an individual property file establish beyond the regulations?
- How do the reported prisoner release and evening parade require different timing evidence?
