Negotiations over return and access in ירושלים YERUŜALAYIM, arrivals of יהודים YEHUDIM and a neighboring government’s dissolution order showed how military, civilian and political questions remained intertwined.
What return arrangements were being discussed?
JTA reported that משה דיין MOŜE DAYAN and عبدالله التل ABDULLAH ATTALL met again under UN supervision. Proposals paired Arab return to Katamon with return by יהודים YEHUDIM to the Old City’s quarter, electricity with access to הכותל HAʾKOTEL, and railway opening with military arrangements around לטרון LATRUN. Dayan declined to negotiate beyond his jurisdiction. These were discussions, not implemented return, restored access or a final peace. The earlier ceasefire study supplies their institutional setting. 1
Who was doing עלייה ALIYA?
The December 8 bulletin reported 2,400 arrivals at חיפה HAIFA aboard three vessels. A separate dispatch described two hundred detainees sailing from Cyprus, mostly women and children. Arrivals and departures are distinct movements and cannot be added as separate arrivals. They document people returning to the homeland while military-age restrictions kept others confined; the reports do not identify every passenger or establish that all arrivals had been detained. 2 3
What did the Kingdom of Egypt order?
The government dissolved the Muslim Brotherhood, closed its offices and ordered seizure of records and assets. The dissolution study identifies the affiliated Arabic reproduction and its reported 23:00 announcement. The domestic suppression of a movement did not withdraw the invading army or create an armistice. The evening announcement falls on the following Hebrew date, while the legal instrument’s exact issue hour remains unheld. 4
What did military intelligence assess after Operation אסף ASAF?
Kadish records a December 8 assessment that Egyptian attention was shifting toward other positions. It describes the Israeli command’s understanding of enemy intention, not an independently verified enemy decision. The completed offensive, the assessment and continued fighting reports remain separate. 5
How is this dated?
This is Day 375 of the 599-day civil-date series: 1948-12-08. The Gregorian daytime date is converted to the fixed Ivrit calendar. Its public daytime route is ו׳ בכסלו ה׳תש״ט 6th 𝑜𝑓 Kislev, AM 5709; after local sunset, the Hebrew date is ז׳ בכסלו ה׳תש״ט 7th 𝑜𝑓 Kislev, AM 5709. The civil-day slot does not assign every incident this same Hebrew date. The negotiations and transport movements are reported as current developments in December 8 bulletins. The Brotherhood announcement’s reported 23:00 belongs to ז׳ בכסלו ה׳תש״ט 7th 𝑜𝑓 Kislev, AM 5709. Publication alone does not settle ship clocks or every negotiation stage. Return proposals do not establish an actual return. 6

- Why must arrivals at חיפה HAIFA and departures from Cyprus remain separate movements?
