דוד בן-גוריון DAVID BEN-GURION opposed denying Arab residents’ votes on national grounds, while his consultation retained a limited register. Separate discussions addressed peace, return and land policy.
What did the election consultation decide?
The full consultation study presents the stated principle against discrimination beside the restrictive result. Recognized voting rights were retained; broader expansion was declined, with particular villages left for clarification. The diary’s final decisions therefore do not establish equal practical access for every Arab resident. 1
The government of יהודים YEHUDIM was deciding how to incorporate residents who were not יהודים YEHUDIM into its first election while military government and war continued. Neither the principle nor administrative exclusion should disappear from the account.
How were peace and return distinguished?
The same entry records a separate consultation favoring talks with عبدالله ABDULLAH, while opposing return of Arab former residents to Katamon. That negotiating position establishes an intended restriction on return. It does not establish whether each resident earlier fled, was evacuated under orders or was expelled. 2
A desired end to fighting was not already an agreement. דוד בן-גוריון DAVID BEN-GURION’s reservations about Hashemite territorial incorporation also show why direct talks required choices about security and political relationships.
What was proposed concerning land?
דוד בן-גוריון DAVID BEN-GURION rejected direct purchase from remaining Arab owners as the route for קרן קיימת KEREN KAYEMET and preferred acquisition through the state. This was a proposed institutional channel. It did not prove that the state held clear title to every parcel or that a lawful purchase had been completed. 3
The subsequent December 21 discussion would examine an agreement and its legal basis. Policy preference, preparation of a contract and transfer of ownership must retain their own evidence.
How is this dated?
This is Day 385 of the 599-day civil-date series: 1948-12-18. The Gregorian daytime date is converted to the fixed Ivrit calendar as ט״ז בכסלו ה׳תש״ט 16th 𝑜𝑓 Kislev, AM 5709. An occurrence after local sunset falls on י״ז בכסלו ה׳תש״ט 17th 𝑜𝑓 Kislev, AM 5709. This daily route identifies the civil-day rundown; it does not assign every reported incident to that Hebrew date. The December 18 diary dates the internal consultations, without their exact clocks. It records proposals and agreements, not their full later implementation. No newspaper report has independently dated these internal proceedings. 4 5
