The political conditions for refugee return, the future of ירושלים YERUŜALAYIM, and housing for new arrivals entered the day’s documentary record. מדינת ישראל MEDINAT YISRAʾEL was preparing elected institutions while its borders and relations with neighboring governments remained unsettled.

Who opposed refugee return before peace?

The original Hebrew diary records יעקב ריפטין YAʾAKOV RIFTIN’s position in a defense-committee discussion. Its wording makes the political condition explicit:

שהם מתנגדים להחזרת ערבים עד שיכרת שלום עם המדינות

TJD translation:

They oppose the return of Arabs until peace is concluded with the states.1

This is evidence that the stated position opposed return until peace. It does not establish a new law enacted that day, the position of every minister, or a count of people denied entry under a particular order. The distinction matters without dissolving the position’s consequence for displaced Arab families: their hoped-for return was being made conditional on a political settlement.

Which proposals came from an earlier cable?

Ben-Gurion also summarized a January 11 cable from אבא אבן ABBA EBAN concerning French proposals within the United Nations Conciliation Commission. International arrangements for ירושלים YERUŜALAYIM, refugee resettlement and compensation, and territorial questions were discussed. January 14 dates the diary entry; it does not date the cable, a commission vote, or implementation of its reported ideas.2

The entry records an addition to an election platform acknowledging that desired state boundaries were not secured and that the city had not yet been included in the state. Political and legal inclusion remained questions even while government and military activity took place there. The wording cannot be converted into a claim that no institutions of מדינת ישראל MEDINAT YISRAʾEL operated in the city.

What did housing and immigration figures represent?

Klir’s later chronology reports a national construction company with five million pounds in capital and a forecast of 250,000 arrivals during 1949. It says the decision was made the preceding evening. Its January 14 heading dates the report’s placement in the compilation, rather than proving a new construction decision that morning.3

The housing need of יהודים YEHUDIM returning to ארץ ישראל EREẒ YISRAʾEL was substantial, but the proposed capital and immigration forecast cannot count completed homes or passengers received. Cabinet and construction records are needed to show what followed.

How is this dated?

This is Day 412 of the 599-day civil-date series: 1949-01-14. Its daytime public route is י״ג בטבת ה׳תש״ט 13th 𝑜𝑓 Tevet, AM 5709; an occurrence after local sunset belongs to י״ד בטבת ה׳תש״ט 14th 𝑜𝑓 Tevet, AM 5709. The route dates this civil-day rundown, not every occurrence or report mentioned in it. The January 14 diary includes a January 11 cable; Klir reports a construction decision of the preceding evening, not a securely established January 14 approval. 4

Guided reflections

  • What would establish enforcement of the stated return restriction?
  • Which records could distinguish housing finance from completed homes?
