Agricultural finance, sacred memory carried home, and the practical demands of election access entered the day’s record. Building מדינת ישראל MEDINAT YISRAʾEL required institutions that could receive people, equip farms and make citizenship effective.

What credit was authorized?

The Export-Import Bank authorized $35 million for agricultural development and earmarked another $65 million for projects still under review. The credit article reproduces the issuing bank’s distinction. The release is dated January 19 but marked for the following morning’s papers. Neither amount counts funds disbursed or projects completed.12

What did refugees from Aden bring?

Ben-Gurion’s diary records representatives of תימנים TEIMANIM presenting a תורה TORA scroll on behalf of יהודים YEHUDIM of Aden. Children who had arrived by air the preceding day had brought the scroll. Its passage links people coming home with the sacred memory they carried, rather than reducing their movement to an immigration forecast.3

The arrival therefore belongs to January 18, while presentation belongs to January 19. The record does not establish the children’s names, a complete passenger count, or individual Holocaust family claims. Klir’s later description adds ceremonial detail, but passenger and family records are still required before assigning identities.4

How did the government respond to the Cyprus news?

The diary says Bevin announced release the previous day. It then projects 72,350 arrivals over January–March, excluding Cyprus and several other routes. The release decision is not a January 19 mass arrival, and the forecast is not an actual reception count.5

What could soldiers and civilians do at the ballot?

Ben-Gurion asked יעקב דורי YAʾAKOV DORI to take measures protecting soldiers’ right to vote. Government discussion also addressed identification cards, envelopes and centralized counting. The diary preserves concerns and procedural decisions, without proving that every affected voter was later able to cast a ballot.6

The election preparations and economic credit gave state institutions concrete tasks. Records of implementation, rather than announcements alone, must establish how those tasks changed individual households’ lives.

How is this dated?

This is Day 417 of the 599-day civil-date series: 1949-01-19. Its daytime public route is י״ח בטבת ה׳תש״ט 18th 𝑜𝑓 Tevet, AM 5709; an occurrence after local sunset belongs to י״ט בטבת ה׳תש״ט 19th 𝑜𝑓 Tevet, AM 5709. The route dates this civil-day rundown, not every occurrence or report mentioned in it. The bank decision and presentation are January 19; the children’s arrival and Cyprus announcement are described as the preceding day. Publication of PR 85 was scheduled for January 20. 7

Guided reflections

  • How do arrival and presentation give the Torah scroll two different dates?
  • What makes a credit earmark different from disbursement?
