The assembly prepared a transitional legal framework as refugees arrived and Egyptian leaders continued discussing the conditions for a settlement. Legislative preparation, arrival and diplomatic demands require separate evidence.

What legislative work was prepared?

The assembly selected transitional-law, procedural and credentials committees and received פליקס רוזנבליט FELIX ROSENBLUETH’s proposal. JTA’s February 16 issue mixes yesterday’s opening with today’s committee business, so its relative dates do not alone settle every act. The supplied February 15 second-session protocol is access-restricted. This rundown preserves February 15 as the reported preparation date and separates it from adoption of the law on February 16.1

Which refugees reached the homeland?

JTA reported approximately 900 יהודים YEHUDIM seeking refuge from Shanghai arriving in חיפה HAIFA. The arrival study compares the earlier report of 882 in transit through an Italian port. Possible overlap prevents adding the figures, and no nominal records support individual Holocaust family histories.23

Which refugee demands did Egypt advance?

UN summary G/5 dates the meeting with Prime Minister Ibrahim Abdel Hadi and Foreign Minister Abaza to February 15. They distinguished recognition of return, compensation for those not returning and protection of displaced people, while insisting that armistice precede a wider peace. Those are negotiating positions, not completed returns, recognition of מדינת ישראל MEDINAT YISRAʾEL or an agreed permanent boundary.4

How is this dated?

This is Day 444 of the 599-day civil-date series: 1949-02-15. The date register uses its fixed-Hebrew daytime conversion ט״ז בשבט ה׳תש״ט 16th 𝑜𝑓 Ŝʾvat, AM 5709; after sunset the Hebrew date is י״ז בשבט ה׳תש״ט 17th 𝑜𝑓 Ŝʾvat, AM 5709. UN G/5 supplies the meeting date; the press dates the arrival and reports legislative preparation with relative-wording limits. The route identifies this civil-day account and does not assign all related events or reported totals to its daytime Hebrew date.5

Guided reflections

  • Why does a proposed transitional law not establish enactment?
  • How would passenger records resolve overlap between the reported transit and arrival counts?
