The Transition Law established an interim framework for elected government. A presidential ballot associated with the February 16 sitting followed, with its after-midnight clock requiring separate treatment.
What did the law enact?
The Transition Law named the legislature the כנסת KNESSET and the Constituent Assembly the First כנסת KNESSET. It provided for election of a president, commissioning a cabinet and continuation of provisional executive duties. The historical-version transcription gives adoption February 16 and publication February 17. The current amended consolidation is not used as the original wording.1
When did the presidential vote finish?
The official historical record labels the election of חיים ויצמן ḤAYIM WEIZMANN February 16 and gives 83 votes for him, 15 for יוסף קלוזנר YOSEF KLAUSNER, fifteen blank and one invalid. The contemporary ceremony account says after midnight. This leaves a material distinction between the dated sitting and a vote concluding February 17, provisionally י״ח בשבט ה׳תש״ט 18th 𝑜𝑓 Ŝʾvat, AM 5709. The election is covered here without assigning its clock to this daytime route.23
What did Saudi diplomacy establish?
UN G/6 records Foreign Minister Faisal meeting the commission at Jeddah on February 16. He urged early refugee relief and criticized alleged violations of Security Council resolutions. These are positions of the Kingdom of Saudi Arabia, not independently established violations or a signed peace. The commission stressed that return arrangements could fail if war resumed.4
How is this dated?
This is Day 445 of the 599-day civil-date series: 1949-02-16. The date register uses its fixed-Hebrew daytime conversion י״ז בשבט ה׳תש״ט 17th 𝑜𝑓 Ŝʾvat, AM 5709; after sunset the Hebrew date is י״ח בשבט ה׳תש״ט 18th 𝑜𝑓 Ŝʾvat, AM 5709. The law supplies a dated legal act; the ballot’s institutional February 16 label does not settle its after-midnight clock. The route identifies this civil-day account and does not assign all related events or reported totals to its daytime Hebrew date.5

- What did the transitional legal framework settle while leaving a permanent constitution unfinished?
- What changes when the presidential vote is dated by its clock rather than by its session label?
