Refugee policy and military security occupied the Washington conversation, while planning at home addressed military government and access to frontier communities.
What policy did Moshe שרת SHARETT explain in Washington?
The foreign minister met Dean Acheson and opposed a commitment to substantial refugee return before a peace settlement, while allowing the possibility of limited family reunion. The policy study quotes the contemporary American memorandum and distinguishes a negotiating position from implemented individual denials. The discussion also addressed replacement forces, the threat of renewed fighting and the English Empire’s military presence around Aqaba.1
What military and civilian changes were considered?
יעקב דורי YAʾAKOV DORI proposed ending military government in most places while retaining it in a few. דוד בן־Gurion DAVID BEN said he had reached a similar conclusion for political and civilian reasons. This consultation did not abolish military government. He also considered reducing the army to six brigades and cutting naval and air manpower; the plan was not a completed demobilization.2
How did a frontier agreement affect daily access?
The diary explains that access to משגב עם MISGAV AM then ran through Lebanese territory and that permission would last a month. A road from מנרה MANARA, estimated at six or seven kilometers and £10,000, was proposed. A planned route was not a paved road. The coming agreement affected the practical connection between a community and the rest of the state.3
What remained a report rather than a completed transfer?
The diary’s nighttime opening anticipated representatives arriving to sign a secret agreement the following day. The original call’s clock remains uncertain. A renewed Iraqi complaint dated March 22 was circulated as PAL/472 on March 23. UN release is evidence of receipt and publication of allegations; observer findings would be required before adopting every alleged truce violation.45
How is this dated?
This is the series’ civil-day recap for 1949-03-22, Day 479. The date register and TJD’s fixed-Hebrew conversion assign its daytime portion to כ״א באדר ה׳תש״ט 21st 𝑜𝑓 Adar, AM 5709; after local sunset the date is כ״ב באדר ה׳תש״ט 22nd 𝑜𝑓 Adar, AM 5709. The recap route does not date every incident it describes. The Washington memorandum dates the meeting to March 22; its local clock is unknown. The diary’s nighttime phone call may cross the Hebrew boundary. The Iraqi complaint is March 22, circulated March 23. 678
