Relief authorization and refugee hearings accompanied debate on ירושלים YERUŜALAYIM and reporting on the southern נגב NEGEV.
What relief decision was taken?
President Harry S. Truman authorized $16 million toward the international refugee fund. His estimate of 700,000 people in severe hardship describes a broad humanitarian population, not a new March 24 displacement count. The fuller study separates authorization from later payment.1
Who sought return and international authority?
Refugee representatives appeared before the commission in Beirut, advocating return to their homes. PAL/475 was issued March 25 and explicitly describes yesterday’s March 24 hearings. Three scheduled groups did not appear; the spokesmen’s position is therefore evidence of organized demands, not a survey of every refugee’s preference.2
The commission’s own March 24 meeting exposed disagreement over ירושלים YERUŜALAYIM. Hüseyin Yalçın urged an international regime imposed irrespective of objections; Mark Ethridge insisted on consultation. Archbishop Louis Batanian’s Armenian Catholic memorandum separately advocated international protection of holy places and repatriation. Those institutional demands challenged the political authority being built by מדינת ישראל MEDINAT YISRAʾEL without creating an operative international government.34
What did the נגב NEGEV report actually establish?
JTA’s March 24 issue discussed Bunche’s March 22 S/1295 investigation of earlier military movements. The underlying report did not verify the alleged crossing into the Hashemite Kingdom of Transjordan. Inability to verify that allegation is narrower than proof that every movement observed complied with the truce. The liberation of אילת EILAT was a March 10 occurrence, covered in its existing Event; March 24 dates the reportage.56
How is this dated?
This is the civil-day recap for 1949-03-24, Day 481 of the 599-day series. The register’s daytime fixed-Hebrew conversion is כ״ג באדר ה׳תש״ט 23rd 𝑜𝑓 Adar, AM 5709. The civil-day slot does not place every reported occurrence on that Hebrew date: local after-sunset events belong to כ״ד באדר ה׳תש״ט 24th 𝑜𝑓 Adar, AM 5709, and issue dates remain distinct from earlier events.7
The March 24 hearings are reported on March 25; Bunche’s investigated movements predate his March 22 report.8910
Guided reflections
- Which participants in the March 24 hearings can speak for themselves without being treated as representatives of every refugee?
- Why does an unverified crossing allegation differ from a finding that every movement respected the truce?
