الرسائل إلى سفير ألمانيا في أنقرة الهر فون بابن، وزودته الحكومة العراقية بجواز سفر عراقي، فسافر إلى أنقرة حاملاً إلى السفير كتاب تعريف به وبالأسباب الباعثة على إيفاده، وكتاباً آخر إلى زعيم ألمانيا ادولف هتلر بشأن رغبة العرب في التعاون مع ألمانيا، لتحقيق استقلال البلاد العربية ووحدتها، وإنقاذها من الاستعمار والصهيونية، على الأسس الآتية:

١ - اعتراف دول المحور بالاستقلال التام للأقطار العربية المستقلة الآن (كمصر والمملكة العربية السعودية، والعراق واليمن)، وللأقطار العربية الأخرى التي هي تحت الانتداب (كسوريا ولبنان، وفلسطين، وشرق الأردن)، والتي هي تحت الحكم البريطاني (كالسودان والبحرين والكويت وعمان ومسقط وحضرموت وغيرها من إمارات الخليج) وإعادة عدن وسائر المحميات إلى دولة اليمن المستقلة.

٢ - أن تعلن دول المحور بصورة قاطعة أن ليس لها أية مطامع استعمارية في مصر والسودان.

٣ - الاعتراف للأقطار العربية بحقها في إقامة «الوحدة العربية» وفق رغبات أهلها.

٤ - عدم الاعتراف بالوطن القومي اليهودي في فلسطين وتمكين الأمة العربية من إلغاء هذا المشروع.

وبناء على ذلك أبرق السفير فون بابن إلى برلين، ولم يلبث أن جاء الجواب بالسماح للرسول بالقدوم إلى برلين، فسافر السيد عثمان كمال حداد إليها، وقابل فيها عدداً من رجال وزارة الخارجية المختصين، كوكيلها الأول الهر فون وايتسزيكر، ومدير القسم الشرقي الدكتور ملتشرز وغيرهم، كما اتصل بالصديق الكبير المرحوم الأمير شكيب أرسلان، وكان يقيم حينئذ بسويسرا، وتعاون معه في تحقيق مهمته بالنجاح، وعلى أثر ذلك وصلني من وزارة الخارجية الألمانية، كما وصل السيد رشيد عالي، كتاب رسمي هذه ترجمته:

«تلقى الفوهرر (الزعيم) كتابكم المؤرخ في العشرين من يناير ١٩٤١ الذي أرسلتموه بواسطة سكرتيركم الخاص، واطلع على التفصيلات الواردة فيه، والمتعلقة بكفاح العرب القومي، باهتمام كبير، وعطف عظيم، وقد ابتهج بالعبارات الودية التي وجهتموها إليه باسمكم وباسم الشعب العربي.

letters to the German ambassador in Ankara, Herr von Papen. The Iraqi government provided him with an Iraqi passport, and he traveled to Ankara carrying a letter to the ambassador introducing him and explaining the reasons for his mission, and another letter to Germany’s leader, Adolf Hitler, concerning the Arabs’ desire to cooperate with Germany to achieve the independence and unity of the Arab countries and rescue them from colonialism and Zionism, on the following bases:

1 - Recognition by the Axis powers of the full independence of the Arab countries already independent (such as Egypt, the Kingdom of Saudi Arabia, Iraq and Yemen), of the other Arab countries under mandate (such as Syria, Lebanon, Palestine and Transjordan), and of those under British rule (such as Sudan, Bahrain, Kuwait, Oman, Muscat, Hadramawt and the other Gulf emirates), and the return of Aden and the other protectorates to the independent state of Yemen.

2 - A categorical declaration by the Axis powers that they had no colonial ambitions in Egypt and Sudan.

3 - Recognition of the Arab countries’ right to establish “Arab unity” in accordance with the wishes of their peoples.

4 - Nonrecognition of the Jewish national home in Palestine and enabling the Arab nation to abolish this project.

Accordingly, Ambassador von Papen telegraphed Berlin, and a reply soon came permitting the envoy to come to Berlin. Mr. Uthman Kamal Haddad traveled there and met a number of the relevant Foreign Ministry officials, such as its First Undersecretary, Herr von Weizsäcker, and the director of its Eastern Department, Dr. Melchers, and others. He also contacted our great friend, the late Emir Shakib Arslan, who was then living in Switzerland, and cooperated with him to bring his mission to a successful conclusion. Following this, I received an official letter from the German Foreign Ministry, as did Mr. Rashid Ali. Here is its translation:

German Foreign Ministry, Berlin, April 3, 1941

“The Führer (the leader) received your letter dated January 20, 1941, which you sent through your private secretary, and examined the details it contained concerning the Arabs’ national struggle with great interest and profound sympathy. He was delighted by the friendly expressions you addressed to him in your own name and in the name of the Arab people.
