وذكرت للألمان أن التعاون مع المغرب العربي لا يكون إلا بتحرير المغرب العربي كله، واطلعتهم على بعض الرسائل التي وردت إلي حينئذ من بعض زعماء تلك البلاد الشقيقة.

وتطورت المحادثات والمذكرات التي قدمتها إلى وزارة الخارجية حتى أصبح لها ملف ضخم، وكان من أهمها مذكرة قدمتها في ١٨ نوفمبر سنة ١٩٤٢ شرحت فيها مطالب عرب المغرب بما خلاصته:

أن تقوم دول المحور:

١ - بتحرير المغرب العربي المؤلف من الريف والمغرب الأقصى والجزائر وتونس، والاعتراف باستقلاله وسيادته ووحدته.

٢ - تعقد الدولة المغربية المتحدة المستقلة معاهدة مع دول المحور وتصبح حليفة لها على قدم المساواة والتعاون المتبادل.

٣ - بموجب هذه المعاهدة تقدم دول المحور إلى جيش الدولة المغربية كل ما يحتاج إليه من أسلحة وذخائر ومهمات.

٤ - بما أن عدد سكان هذه البلاد المغربية يناهز خمسة وعشرين مليوناً، ففي الإمكان أن يصبح مقدار ما تستطيع تجنيده بنسبة ١٠٪ (وهي النسبة المعروفة لجميع الجيوش)، حوالي المليونين ونصف المليون من الجنود الممتازين بالشجاعة والصبر، والمشهورين بتاريخهم الحربي المجيد ووقائعهم المشهودة كمعركة فردون وغيرها.

٥ - يتعاون هذا الجيش المغربي مع جيوش المحور، في صد العدوان عن الشمال الأفريقي.

٦ - إن اعتراف دول المحور باستقلال المغرب وتعاونها مع الدولة المغربية المستقلة سيؤدي حتماً إلى انهيار القاعدة العسكرية التي يرتكز عليها الحلفاء في خططهم الحربية في الشمال الأفريقي وعلى شواطئ البحر الأبيض الأفريقية، لأن الجنود العرب المغاربة المجندين في الجيوش الأفريقية سينحازون إلى جانب المحور ويحاربون في صفوفه. وحينئذ يضطر الحلفاء إلى جلب جنود لهم من أماكن نائية كأمريكا والإمبراطورية البريطانية، وذلك يكبدهم نفقات طائلة ومشقات عظيمة في نقلهم ونقل مؤونتهم ولوازمهم، وجميع احتياجاتهم.

I told the Germans that cooperation with the Maghreb could only take place through liberating the whole of the Maghreb, and I showed them some of the letters that had reached me at that time from certain leaders of those fraternal countries.

The conversations and memoranda I submitted to the Foreign Ministry developed until they formed a large file. Among the most important was a memorandum I submitted on 18 November 1942, in which I explained the demands of the Arabs of the Maghreb, summarized as follows:

The Axis powers should:

1. Liberate the Maghreb, consisting of the Rif, the Far Maghreb, Algeria and Tunisia, and recognize its independence, sovereignty and unity.

2. Have the independent united Moroccan state conclude a treaty with the Axis powers and become their ally on a basis of equality and mutual cooperation.

3. Under this treaty, provide the army of the Moroccan state with all the weapons, ammunition and equipment it requires.

4. Since the population of these Moroccan countries approached twenty-five million, the amount it could recruit could reach ten percent, the rate known for all armies, or about two and a half million excellent soldiers, renowned for courage and endurance and famous for their glorious military history and celebrated battles such as the Battle of Verdun and others.

5. Have this Moroccan army cooperate with the Axis armies in repelling aggression from North Africa.

6. The Axis powers’ recognition of Moroccan independence and cooperation with the independent Moroccan state would inevitably lead to the collapse of the military base on which the Allies relied in their war plans in North Africa and along the African shores of the Mediterranean. The Moroccan Arab soldiers enlisted in the African armies would defect to the Axis side and fight in its ranks. The Allies would then be forced to bring soldiers from distant places such as America and the British Empire, imposing enormous expenses and great hardship in transporting them, their provisions and supplies, and all their needs.
