بالاحتجاج والاستنكار والمطالبة بالجهاد والمقاومة والتسلح وإعلان التطوع لإنقاذ فلسطين.

وبادرت اللجنة السياسية لجامعة الدول العربية وهي تمثل جميع الدول العربية بعقد اجتماعاتها في (صوفر) من ١٦-١٩ أيلول ١٩٤٧ بحضور رؤساء وزارات الدول العربية وبعض وزراء خارجيتها، وحضر الاجتماعات السيد معين الماضي عضو الهيئة العربية العليا ممثلاً لفلسطين، واتخذت بشأن القضية الفلسطينية القرارات التالية:

"أولاً - ترى اللجنة أن مقترحات لجنة التحقيق المنبثقة عن الأمم المتحدة تنطوي على إهدار فاضح لحقوق عرب فلسطين الطبيعية في الاستقلال كما تنطوي على خرق لجميع العهود التي قطعت للعرب ولذات المبادئ التي تقوم عليها منظمة الأمم المتحدة.

وترى في تنفيذ هذه المقترحات خطراً محققاً يهدد الأمن والسلام بفلسطين وبالبلاد العربية جميعاً، ولذلك فقد وطدت العزم، تحقيقاً لاستقلال فلسطين وحريتها ودفاعاً عن كيان الدول العربية، على أن تقاوم بجميع الوسائل العملية الفعالة تنفيذ هذه المقترحات وكل تدبير آخر لا يكفل استقلال فلسطين كدولة عربية.

ثانياً - لقد سبق للحكومات العربية أن حذرت لجنة التحقيق من مغبة التوصية بإقامة دولة يهودية في فلسطين وما سيؤدي إليه ذلك حتماً من اضطرابات تعم الشرق الأوسط بأسره، لأن عرب فلسطين لن يسلموا بأي تدبير يكون من شأنه أن يقضي على وحدة بلادهم واستقلالها بل سيخوضون حرباً لا هوادة فيها لدفع ذلك العدوان على وحدة بلادهم، لا سيما وأنهم يعرفون أن البلاد العربية جميعاً ستقف من ورائهم تناصرهم وتمدهم بالرجال والمال والعتاد للدفاع عن كيانهم.

وأن الحكومات العربية لن تستطيع أن تكبت شعور شعوبها الثائرة من جراء الظلم الواقع عليها ولا أن تقف مكتوفة الأيدي أمام خطر يهدد البلاد العربية جميعاً، بل إنها ستضطر إلى مباشرة كل عمل حاسم يكون من شأنه أن يدفع العدوان ويعيد الحق إلى نصابه.

ثالثاً - لذلك ترى اللجنة أن تكاشف الشعوب العربية جميعاً بحقيقة المخاطر التي تحيط بقضية فلسطين وأن تدعو كل عربي أن يقدر خطورة هذه المخاطر

of protest and condemnation, calling for jihad, resistance, and arming, and announcing volunteers to save Palestine.

The Political Committee of the Arab League, representing all the Arab states, promptly held its meetings in Sofar from 16 to 19 September 1947, attended by the prime ministers of the Arab states and some of their foreign ministers. Mr. Muin al-Madi, a member of the Arab Higher Committee representing Palestine, attended the meetings. Concerning the Palestine question, it adopted the following resolutions:

“First: The Committee considers that the proposals of the Committee of Inquiry established by the United Nations entail a blatant forfeiture of the natural rights of the Arabs of Palestine to independence, and also constitute a breach of all the pledges made to the Arabs and of the very principles on which the United Nations is founded.

It considers implementation of these proposals a certain danger threatening security and peace in Palestine and throughout the Arab countries. Therefore, in pursuit of Palestine’s independence and freedom and in defense of the entity of the Arab states, it has resolved to resist by every effective practical means the implementation of these proposals and every other measure that does not guarantee Palestine’s independence as an Arab state.

Second: The Arab governments had previously warned the Committee of Inquiry of the consequences of recommending the establishment of a Jewish state in Palestine and of the disturbances that would inevitably result throughout the entire Middle East. The Arabs of Palestine would not accept any measure that would destroy the unity and independence of their country. Rather, they would wage an unrelenting war to repel that aggression against the unity of their country, especially since they know that all the Arab countries would stand behind them, support them, and provide them with men, money, and arms to defend their entity.

The Arab governments will be unable to suppress the feelings of their peoples, who are in revolt because of the injustice inflicted upon them, or to stand by with folded hands before a danger threatening all the Arab countries. Rather, they will be compelled to undertake every decisive action capable of repelling the aggression and restoring the right to its proper place.

Third: Therefore, the Committee considers that it should disclose to all the Arab peoples the reality of the dangers surrounding the Palestine cause and call upon every Arab to appreciate the gravity of these dangers

Analysis

Page 319 continues the telegram sentence from page 318, then records the Arab League Political Committee’s meetings at Sofar from 16 to 19 September 1947 and reproduces its resolutions on Palestine. The quoted resolutions reject partition as a violation of Palestinian Arab independence, call for resistance to any arrangement that does not produce an Arab state, predict armed Arab opposition to a Jewish state, and state that Arab governments would be compelled to act under pressure from their peoples. The quoted language is preserved as source-owned political advocacy.
