أمرها مندوب «هايتي» الذي أكد لطفر الله خان مندوب باكستان وغيره من المندوبين أنه اضطر للتوقيع على القرار وعيناه تفيضان من الدمع، وأبلغ مندوب الدومينيكان الدكتور هنريكوس الوفد الفلسطيني في الأمم المتحدة أنه يرى التقسيم أمراً غير واقعي ولا منطقي ولا ينتج عنه إلا سفك الدماء.

لقد كنت في أمريكا عندما تسلم «ترومان» منصب رئاسة الجمهورية إثر موت «روزفلت»، كان فريق من الأهالي حشداً مستبشراً ومتوقعاً أن يكون الخلف خيراً من السلف، لكن الواقع أخلف الظن فإن ترومان لم يكد يتسلم زمام الحكم حتى انحاز إلى الصهيونيين انحيازاً زاد فيه كل أسلافه فقد طالب بإدخال مئة ألف يهودي فوراً إلى فلسطين، ثم وافق على إرسال لجنة التحقيق الإنكلو أميركية إلى فلسطين عام ١٩٤٦ التي أظهرت تحيزاً عظيماً للصهيونيين وأصدرت تقريراً هو أبعد ما يكون عن العدل والنزاهة، إذ أوصت بإدخال مئة ألف مهاجر يهودي إلى فلسطين، وقضت بأن لا تكون الهجرة اليهودية رهينة برضاء العرب، وأباحت انتقال الأراضي العربية إلى اليهود، وأهملت مطالب العرب وأنكرت عليهم حق تقرير المصير، وقد أظهر ترومان أنه صهيوني أكثر من الصهيونيين إذ أمر الوفد الأمريكي في الأمم المتحدة بأن يصر على التقسيم، وعلى أن تكون العقبة وأراضي النقب كلها لليهود.

وقد أكد هذه الحقيقة الزعيم الصهيوني حاييم وايزمان في مذكراته قائلاً: «إنه عندما اشتدت معارضة العرب للتقسيم، شعر رئيس الوفد الأمريكي السفير «هيرشل جونسون» أنه يجب تخفيف حدة مقاومة العرب، ولاسيما أن مشروع التقسيم يمنح اليهود مساحات كبيرة من الأراضي وهو أمر يثير العرب، فاعتزم الوفد الأمريكي أن يقوم بتسوية على أساس إعطاء العرب قسماً من أراضي النقب، مع ميناء العقبة وضمه إلى أراضي الدولة المقترحة» وأضاف وايزمان: «إنه عندما علم بذلك أصابه خوف شديد فسافر من فلسطين إلى واشنطن خصيصاً وأن ترومان استقبله يوم ١٩ نوفمبر ١٩٤٧ بعطف شديد ولطف عظيم، فحدثه وايزمان في إمكان ري أراضي النقب وإمكان ريها بإحدى طريقين: أما بإسالة المياه إليها من الشمال وفقاً لمشروع «لوذر ميلك» (١) وأما من المياه الجوفية الموفرة فيها، وإذا كان لا بد من إعطاء العرب قسماً من النقب فليكن التقسيم على أساس خط عمودي (من الشمال إلى الجنوب)، لا على

The Dominican delegate, Dr. Henríquez, informed the Palestinian delegation at the United Nations that he regarded partition as unrealistic and illogical and believed it would produce nothing but bloodshed.

I was in America when Truman assumed the presidency after Roosevelt’s death. Some of the people had gathered in optimism, expecting the successor to be better than his predecessor. Reality disappointed that expectation. Hardly had Truman taken the reins of government when he sided with the Zionists, exceeding all his predecessors in that support. He demanded the immediate admission of 100,000 Jews into Palestine. He then agreed to send the Anglo-American Committee of Inquiry to Palestine in 1946, which displayed great bias toward the Zionists and issued a report far removed from justice and impartiality. It recommended admitting 100,000 Jewish immigrants to Palestine, ruled that Jewish immigration should not be dependent on Arab consent, permitted the transfer of Arab lands to the Jews, ignored Arab demands, and denied them the right of self-determination. Truman showed himself to be more Zionist than the Zionists when he ordered the American delegation at the United Nations to insist on partition and on giving the Jews all of Aqaba and the Negev lands.

The Zionist leader Chaim Weizmann confirmed this fact in his memoirs, saying: “When Arab opposition to partition intensified, the head of the American delegation, Ambassador Herschel Johnson, felt that the force of Arab resistance had to be reduced, especially since the partition plan granted the Jews large areas of land, something that provoked the Arabs. The American delegation therefore decided to arrange a settlement on the basis of giving the Arabs part of the Negev lands, together with the port of Aqaba, and annexing it to the territory of the proposed state.” Weizmann added: “When he learned of this, he was seized by intense fear. He traveled from Palestine to Washington for that specific purpose, and Truman received him on 19 November 1947 with great sympathy and kindness. Weizmann spoke to him about the possibility of irrigating the Negev lands and of irrigating them by one of two methods: either by conveying water to them from the north according to the Lowdermilk project (1), or from the groundwater available there. If it was necessary to give the Arabs part of the Negev, the partition should be based on a vertical line, from north to south, rather than a horizontal line, so that both Arabs and Jews would receive part of the fertile land and part of the desert land, while Aqaba itself should belong to the Jewish state...”

(1) The “Lowdermilk project,” named after the American land and irrigation expert Walter Clay Lowdermilk, whom the Jewish Agency summoned in 1938, in agreement with America, to study the water resources in Palestine and the possibility of using them to irrigate the Negev desert. This expert published a book titled Palestine, Land of Promise, which included his famous project.
