along the entire border between Israel and Egypt, beginning at the point where the boundary of the Jewish-occupied area ends on the Mediterranean shore and extending to the point of their occupation on the shore of the Gulf of Aqaba. They would establish Jewish settlements along this line and gather fighters and fedayeen there to launch an attack from it on Sinai, occupy it, and advance from it into the interior of the Egyptian kingdom.

The tens of thousands of Palestinian refugees gathered in the Gaza area, suffering hardship and the humiliation of life, could have their condition improved and be transformed from refugees into fighters if the Egyptian government attended to their affairs. They could then repel the Jewish danger from Egypt and become among the best elements for resisting the anticipated Jewish invasion of Sinai, if suitable recruits were selected from among them and they were armed and trained under the supervision of the Egyptian Army command.
