Rain disrupted plans for Operation חורב ḤOREV. דוד בן-גוריון DAVID BEN-GURION also considered coercive border-control proposals and gave instructions against unauthorized Palestinian return.
Why did the offensive wait?
The Defence Ministry’s later archival feature says the planned December 20 opening was postponed roughly forty-eight hours after rain damaged the southern supply road. Tractors and traffic control could not produce the needed concentration. The campaign study places this logistical setback before the December 22 opening. 1
The delay was a military occurrence with consequences for the soldiers’ readiness, even though it was not a battle. A planned operation date must not be substituted for the day on which fighting actually began.
What did the border-control discussion propose?
יוש פלמון YOŜ PALMON proposed an irregular force to prevent refugees returning across the border with the Lebanese Republic, including permission to rob people attempting the crossing. The diary records this predatory proposal, not proof that such a force was formed or permitted to act. דוד בן-גוריון DAVID BEN-GURION separately directed tighter census and identity-card control and prevention of unauthorized return. 2
The proposed militia and the attributed government instructions require different implementation tests. The record concerns denial of return and coercion; it cannot establish how each refugee originally left or count completed December 20 expulsions.
What did the disease-investigation account establish?
The diary records אהרן קציר AHARON KAẒIR telling דוד בן-גוריון DAVID BEN-GURION that an unnamed UN sanitation expert found no evidence for a particular epidemic allegation. The original report and investigator’s identity remain unheld. This is an indirect account, not a general exoneration of wartime biological warfare. 3
The peer-reviewed work of בני Morris BENNY and בנימין קדר BINYAMIN KEDAR reconstructs a separate Israeli bacteriological campaign from declassified records, private correspondence and memoirs. The recovered institutional abstract describes that research. It does not prove the specific allegation recounted in this diary, and the diary does not disprove the broader program. 4
How secure is the industrial-conference date?
Klir associated the industrialists’ gathering with December 20. JTA’s December 21 bulletin describes a message delivered today
. A conference could span several days, but the original proceedings are needed before assigning the government message to December 20. The later report’s economic concerns remain relevant without inventing that earlier speech. 5 6
How is this dated?
This is Day 387 of the 599-day civil-date series: 1948-12-20. The Gregorian daytime date is converted to the fixed Ivrit calendar as י״ח בכסלו ה׳תש״ט 18th 𝑜𝑓 Kislev, AM 5709. An occurrence after local sunset falls on י״ט בכסלו ה׳תש״ט 19th 𝑜𝑓 Kislev, AM 5709. This daily route identifies the civil-day rundown; it does not assign every reported incident to that Hebrew date. The diary gives December 20 policy discussions. The rain delay follows the later Defence Ministry history, with original traffic and order records still needed. The industrial conference and the message reported the next day remain separate dating questions. 7 8
Guided reflections
- How do a proposed predatory militia and a recorded instruction against return require different evidence of implementation?
- Why cannot an indirect negative investigation report settle the broader history of biological warfare?
