من الحكومة ومن أصحابها أصعب من نقلهم إلى أرجنتين، ولذلك نستبعد نجاح الصهيونيين، ونحسب أن السعي لدى حكومات روسيا ورومانيا والبلغار في إصلاح شأن اليهود فيها أقرب منالا، لا سيما وأن طلب كفالة الدول الأوروبية وحمايتهن لليهود الذين يراد نقلهم إلى فلسطين عقبة كبيرة في سبيل هذا الغرض؛ لأن الدولة العثمانية لا ترضى به. اهـ بحروفه.

(المنار) قد أوردنا هذه المسألة لعدة فوائد:

(١) أن المضطهدين في جميع ممالك الأرض يرغبون الجلاء إلى بلاد الدولة العلية ليكونوا في مأمن من الظلم والاضطهاد في ظل الحضرة السلطانية الظليل. وما ذلك إلا لاعتقادهم أنه ليس في بلاد الدولة من الغلو في التعصب وإيذاء المخالف ما في سائر الممالك التي يرغبون الجلاء عنها كروسيا وبلغاريا، والتي لا يودون الجلاء إليها كبقية ممالك أوربا. ولا التفات لقول القائل: تحت حماية أوربا؛ لأننا نرى جميع اليهود في بلاد الدولة العلية سواء، لا يرون فيها ثورة ولا شغبا، ولا يمنعون حرفة ولا كسبا، ودانية عليهم ظلالها، ومساوية بينهم أحكامها. نعم إن المرجح لاختيار اليهود فلسطين كونها بلادا مقدسة وموضع آمال منتظرة، ولكن الأمن والراحة شرط للاختيار.

(٢) توجيه الأنظار وتحويل الأفكار إلى ما فيها من مطارحات الجرائد ومداولات الساسة في أوربا بشأن تعمير فقراء اليهود لبلاد فلسطين، وبث المعارف، وتوسيع التجارة والصناعة في ربوعها، لعل أهل بلادنا تجيش في نفوسهم مراجل الغيرة، فتندفع إلى طلب ما تتوقف عليه سعادة أوطانهم من علم وعمل، ولا شك أنهم لا يعدمون عند الطلب رشادا.

(٣) إيقاظ قوم قد رزئوا بالخمول، وكاد يعمهم الذهول، واستلفاتهم إلى الروابط المحكمة بين اليهود مع تفرقهم

from the government and its owners is more difficult than moving them to Argentina. We therefore consider Zionist success unlikely. We think that petitioning the governments of Russia, Romania and Bulgaria to improve the condition of Jews there is more readily attainable—especially because the request for a European guarantee and protection for the Jews to be transferred to Palestine is a major obstacle to this objective, since the Ottoman state will not accept it.

Al-Manār: We have presented this question for several benefits:

1. The persecuted in every country on earth wish to depart for the lands of the Sublime State so that they may be safe from injustice and persecution beneath the ample shade of the imperial authority. This is only because they believe that the Ottoman lands do not contain the same excess of fanaticism and injury toward dissenters found in other countries from which they wish to depart, such as Russia and Bulgaria, or in those to which they do not wish to go, such as the rest of Europe. No weight should be given to the phrase under European protection, because we see that all Jews in the Ottoman state are equal. They encounter neither uprising nor disorder there; they are barred from no occupation or livelihood. Its shade is close over them, and its laws treat them equally. Palestine’s status as a holy land and the object of anticipated hopes does indeed favor its selection by Jews, but security and ease are conditions of that choice.

2. To direct attention and turn thought toward the newspaper exchanges and statesmen’s deliberations in Europe about having poor Jews develop the land of Palestine, spread knowledge, and expand commerce and industry throughout it. Perhaps the cauldrons of zeal will boil within the people of our lands, driving them to seek the knowledge and work upon which the well-being of their homelands depends. There is no doubt that, if they seek, they will not lack guidance.

3. To awaken a people afflicted by lethargy and almost overwhelmed by heedlessness, and to direct their attention to the firm bonds among Jews despite their dispersion

Analysis

The al-Muqtaṭaf editors finish by calling Zionist success unlikely and treating European protection as an obstacle to Ottoman consent. The source then marks the end of their quotation and names al-Manār before Riḍā gives his own lessons. Riḍā acknowledges persecution of יהודים YEHUDIM elsewhere, describes Ottoman protection and equality, and urges readers to develop knowledge and work. His statement about equality under Ottoman rule is evidence of his argument, not independent proof of how all יהודים YEHUDIM were treated.
